Texas Youth Camp Safety Act
Adult Requirements Compliance Procedures


Please note that if you are an adult over the age of seventeen and you are attending a Youth Camp in the State of Texas, you must follow specific procedures so to be in compliance with State Law.

State Law requires that the following four documents be on file with the Camp Administration for every adult participating in a BSA youth camp in the State of Texas:



BSA Membership

All adults in camp must be registered members of the Boy Scouts of America. Every adult must completely fill out and sign a new BSA Adult Application form each year for camp.

  • If they are registered adult leaders: They need to completely fill out one page of the form (do NOT fill in the Social Security Number field), sign it and turn it in with their Camp registration form. Only the Applicant signature is required – no Committee Chair or Chartered Org. Rep signatures are needed. The Yes/No criminal background questions on the far right must be answered and at least two references must be provided.
  • If they are new adult leaders: They should fill out the triplicate form completely and the originals should be turned in to the Unit (Pack, Troop, etc.) so they can get appropriate signatures and send the application and fees to SHAC. A copy of this form is needed for Camp. Please attach a copy that does NOT contain their Social Security Number.

  1. Click Name under sex offender Searches
  2. Enter your first and last name and date of birth. Next click the "search." button.
  3. Print out the resulting search page in it's entirety.


BSA Youth Protection Training (YPT) - click here for the link to the MyScouting YPT training site.

The training is good for two years, so if you did this last year all you need to do is bring last year's certificate or print out a new one. To print out a new one you need to log in, click on E-Learning under Training, click on the General tab, and click on the View Certificate link for Youth Protection Training.

  1. If you already have an account on the BSA MyScouting E-Learning web site, skip this step. Otherwise, follow these steps to set up a new user account:
    1. At the initial login page, click the link for "Create an account". Enter a desired user name and click the "Check User Name Availability" button. Once a unique username has been chosen, click "Next" to continue.
    2. On the Member ID screen, select "I am not a Member" if you do not yet have a BSA Member ID or do not know it at this time (you can enter it into your MyScouting profile at a later time). If you do know your BSA Member ID, select "I am a Member" and then select "Sam Houston Area Council - Houston,TX - #576" in the Council Name field and type in your Member ID number (this number is located on the bottom of your BSA membership card). Click the "Next" button to continue.
    3. Completly enter your personal information into the Profile Information page (make sure you enter your email address correctly since it will be used for user account verification), check the "I accept these terms & conditions" checkbox, complete the Verification Image section, and then click the "Create User" button.
    4. Next, choose and answer two security questions that will be used to confirm your identity if you later forget your login password.
    5. After you have created your account, click the "Continue" button to close that box. You'll need to wait for a confirmation email from BSA to confirm your user account. Once you receive that email, click on the activation link within that email to activate your account.

  2. Login to the MyScouting web site with your login account and password.
  3. Click on the E-Learning link under the Training section in the grey box on the left side of the web page.
  4. At the page titled "E-Learning Course Management System", click the General tab (if not already selected), then click the Take Course link next to Youth Protection Training under the Basic Training section.
  5. Proceed with the training program. Upon completion of the program, you will be given a Final Test.
  6. After passing the test, click on SUBMIT. You will be directed to a page giving the results and that asks you to close the page and to REFRESH the web page in your web browser. If you do not REFRESH the web page, the yellow or blue dot next to Youth Protection Training will not change to green. You may also close your web browser session and then go back to the MyScouting E-Learning web site using the the original link on this web page, login again, and re-navigate to the E-Learning section of the web site.
  7. Once the dot is green next to Youth Protection Training, click on the corresponding View Certificate link and then print the certificate.

This certificate is good for 24 months from the date taken.
